Capital funding for School Crossing Patrol service

In these never ending uncertain times for local authorities and the pressure to reduce revenue costs, my senior managers have asked that I ask my professional colleagues whether any of them fund their school crossing patrols from the LTP integrated block fund (capital). Or have they ever tried to do so in the past and have been stopped / advised against it? If so what were the reasons?

Birmingham City Council do not use Capital Funding to fund their school crossing patrol service.

Hi, we work closely with a Local Authority so I asked them the question. Their response was;

In short, no we have never attempted to pay for the School Crossing Patrol Service through LTP or Capital, it's doubtful we would ever be able to capitalise the service as we cannot demonstrate this is maintenance to an asset or similar.

As an aside we focus all of our LTP IT funding into Road Safety/PRoW/Sustainable Travel schemes rather than funnelling it into providing a service.
