This report brings together new analysis, evidence from police forces and technology providers, and findings from long-term deployments of AI-enabled enforcement systems.
It highlights a substantial gap between official compliance estimates and real-world behaviour, indicating that thousands of offences are going undetected each day.
The report also includes new case studies, such as results from Devon & Cornwall Police, where the Acusensus system has identified almost 5,000 seat belt offences and more than 2,000 distraction offences since mid-2024, alongside signs of measurable behavioural change.
