The statistics are drawn from a number of sources, including SCANNER surveys (for local authorities’ classified roads), TRACS surveys (for the Highways Agency’s trunk and motorway road network), manual surveys of unclassified roads, and skidding resistance surveys. This statistical release also includes statistics on the maintenance expenditure on roads.

Overview of findings
• The Highways Conditions Index for all classified local authority roads in England was 100 in 2010/11, and has remained broadly unchanged since 2006/07.

• In 2010/11, 70% of the classified local authority road network was considered to be in good condition, while 5% was considered likely to require planned maintenance soon.

• Overall one-quarter of the local authority principal road network needed further investigation to check whether the existing level of skidding resistance was acceptable in the period 2008/09 – 2010/11. This is unchanged from the previous three-year period.

• The proportion of the trunk motorway network requiring further investigation of its surface condition has fallen from 6% in 2003 to 4% in 2011, with the proportion for trunk ‘A’ roads falling from 11% to 4% over the same period.

• In 2011, 2% of the trunk motorway network and 11% of the trunk ‘A’ road network required further investigation to assess whether the level of skidding resistance was acceptable.

• In 2010/11, £3.1 billion was spent on local authority managed roads compared to £3.3 billion in 2009/10.

• £0.8 billion was spent by the Highways Agency on the maintenance of trunk roads and motorways in 2010/11, compared with £1.3 billion in 2009/10.
