This report provides guidance for the three police and 12 local authorities in the North East on their performance on several road user collision and casualty targets and measures over the ten year period 2001-2010.

This report has been produced by the North East Regional Road Safety Resource to provide guidance for the three police and 12 local authorities in the North East on their performance on several road user collision and casualty targets and measures over the 10-year period 2001-2010. The intention is that this performance information can be used in conjunction with the ‘Benchmarking of the North East Councils’ 2010 Road Casualty Makeup against Casualties in All Other English Local Authorities’ report that the North East Regional Road Safety Resource published in February 2012 to aid appropriate target setting.

The data used to produce this report is taken from the Road Safety Resource’s database of Stats 19 information provided by Northumbria, Durham and Cleveland police authorities.

The targets and monitoring criteria that this report is based on come from Durham and Cleveland police authorities’ targets and performance measures for the period 2011-2020. The intention of taking these criteria is to provide a more rounded picture of how all three police authorities in the region stand against these targets, and where they may wish to focus more time and resources on in relation to the monitoring criteria in order to either improve performance or build upon current good work.

This report comprises two sections and an appendix. The first section focuses on the three police authorities’ 10-year performance against the 2001-2010 targets. The second section looks more closely at the monitoring criteria, with the 10-year performance set against a baseline average. For Northumbria and Durham, this baseline average is the five years of collision and casualty figures from 1994 to 1998, but for Cleveland, data is not available for 1994 and 1995, so a three year baseline average has had to be used, 1996 to 1998.

The appendix to this report includes the full performance monitoring tables for each police authority, and for all 12 North East local authorities. This information is included so that individual local authorities can use the forms to see how they have performed against the targets and measures over the past ten years to decide where they might want to focus in the future.
