This joint report by The Bikeability Trust and Living Streets presents actionable, evidence-based recommendations for inclusion in the forthcoming road safety strategy.

The report collates responses to a Call For Evidence launched in March 2025, YouGov polling and best practice thinking with an overarching focus on improving safety for cyclists and pedestrians.

The report finds:

  • Less than two thirds of adults are able to correctly answer a Highway Code question on pedestrian priority
  • Vulnerable road users face disproportionate dangers on Britain’s roads, with women at higher risk
  • There is a national mandate to reduce motor traffic around schools

Recommendations include: banning pavement parking nationwide, putting cycle training on the national curriculum, setting a 20mph default speed limit in urban areas and retraining the police and driving instructors.
