This statistical release presents information on the condition of local authority roads, motorways and trunk roads in England.

The statistics are drawn from a number of sources, including SCANNER surveys (machine surveys of local authorities’ classified roads), TRACS surveys (machine surveys of the Highways Agency’s road network), manual surveys of unclassified roads, and skidding resistance surveys.

These data include minor revisions to the 2006/07 to 2008/09 Highways Conditions Index series as more data have become available since the last time the bulletin was released.

The key findings include:
• The Highways Condition Index for all classified roads has fallen slightly from 100 in 2008/09 to 98 in 2009/10.
• In 2009/10, ‘A’ roads were in better condition, on average, than ‘B’ & ‘C’ roads. • Roughly 68% of the classified road network was in ‘good’ condition in 2009/10 and an additional 26% was in ‘reasonable’ condition. Only 6% of the network was in ‘poor’ condition.
• The proportion of the unclassified road network where maintenance should be considered stood at 15% in 2009/10. This was the same as in 2008/09. • About 4% of the motorway and trunk ‘A’ road network required further investigation to assess its immediate maintenance needs in 2009/10. This is down slightly from 2008/09.
• In 2009/10, £3.2 billion was spent by local authorities on the maintenance of local roads.
• In 2009/10, £1.3 billion was spent by the Highways Agency on the maintenance of trunk roads.
