    We are all aware of the national guidance for the justification of school crossing patrol sites setting the national standard of 4 million PV2. However, do any Councils operate outside this parameter? With a lower than 4 million PV2,  or perhaps a higher than 4million PV2?

    In an effort to provide an enhanced service, Durham County Council used a PV2 value of 2 million, which was more achievable than the national standard of 4 million. For us decommissioning / disestablishing sites appears to be more commonplace and retirements and resignations have reduced number of locations where enhanced provision is provided.

    Are Durham County Council the only one in the UK with an enhanced service? Your thoughts and comments are welcomed and appreciated.
