ParticipantI agree, I don’t think according to current guidance that the service and relevant responsibilities can be delegated.
Also, as Colin has stated above, recruitment is still going to be an issue regardless of who has responsibility.
In East Sussex, we have authorised sites, sponsored sites, and volunteer sites. We manage and support all patrols in the same way. It could be argued that sponsored and volunteer sites already involve local community groups, as they provide funding for sponsored sites (usually the school or the parish council), or identify volunteers for volunteer sites (usually willing parents and/or local residents).
Interestingly, one of our local district councils asked us this very same question recently. I didn’t understand the motivation for this, and assumed it was connected to recent government devolution proposals – I could be wide of the mark with this. We advised them that we had no plans to delegate the service at this time.

ParticipantIn East Sussex we currently do not charge for any school sites that meet the criteria (PV2). We offer a sponsorship agreement to sites that do not meet the criteria, and if taken up, they are charged whether LA or academies.

Are you purchasing them through Keltic Clothing? I purchased 55 from them (to qualify for the reduced rate when purchasing 50 or more), so i’m sure they’d do a small order.

I haven’t noticed this or been told it’s happening here.
I agree a campaign or reminder to parents would be useful – though I thought it was a legal requirement for all car occupants to wear a seatbelt and height simply determined whether a child-seat/restraint or regular seatbelt was used? Is this not right?D
